The Demise of the 28-Clause Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been stabilised. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, negotiation efforts are fought: hopeful statements are released from various governments. Immense energy is expended on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is capable of detecting missile launches from across the border, a capability provided through up-to-date information. From observation points, military aircraft that had been dispatched to counter approaching guided weapons streaked across the sky – modern combat jets delivered to Ukraine by NATO members.

Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches targeted at a incoming threat. This was a sophisticated defense system at work, probably provided by Western nations. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: perhaps the incoming missile won't cause damage this time, protecting urban areas from ruin and additional electricity failures.

Persistent Threats

Soon after, a large-caliber weapon engaged a aerial vehicle somewhere nearby, part of a mobile-fire group – almost certainly Western-made equipment. Unfortunately, the shots failed to hit the opposing UAV – it continued its flight toward its destination.

With pauses, this carried on until dawn. Kyiv faced the daybreak reports: seven people killed, destruction and heating outages in numerous residences as a result of the evening attack. As customarily, everyone still went about their day – enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on international aid – a reliance that European nations are clearly incapable to substitute in the short term.

Ineffective Peace Efforts

The comprehensive proposal from Washington generated strong feelings, debate and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new proposal from Washington follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This cycle will, no doubt, endure.

Tactical Assessments

It is easy to blame certain parties of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. American leadership works based on a principle understood by experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government presumes that it is impossible to force Russia to surrender the land that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, Washington does nothing to discourage Russia, through words or deeds, from assuming that the current condition will not change more in its benefit in the near future.

Divergent Views

Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing civilians and areas but avoiding a entire defensive failure until situations evolve in its advantage.

Current Realities

Factually, there are no actual prerequisites for a truce. Now, individual motivations are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unacceptable, so that their focus does not move to internal issues. And although their task will now be considerably more difficult after latest incidents, it remains highly unlikely that this will change their overall approach.

These two forces are driving the talks.

Assessment and Future

It took a just a single week to eliminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.

While new plans based on previous concepts are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, mainly require ongoing international assistance.
